Strategic Bridge Between Asia and Europe?

President Donald Trump and Indian Prime Minister Narendra Modi recently pledged to breathe new life into the India-Middle East-Europe Economic Corridor (IMEC). The initiative, which aims to establish an economic bridge that connects Asia to Europe via the Middle East, would place Israel at the heart of one of the world’s most ambitious cross-continental connectivity projects and transform the Jewish state into a vital hub for global trade.

First announced in September 2023 during the G20 Summit in New Delhi, India, IMEC covers 25% of the world’s population and 40% of global economic output. It was interrupted only a few months later due to the outbreak of the Hamas-Israel War in Gaza and the subsequent threats from Iranian proxies on maritime shipping in the Red Sea.

U. S. President Trump, who views IMEC as an important geopolitical countermeasure to China’s Belt and Road Initiative, says he is fully committed to building the new corridor, which he has described as “one of the greatest trade routes in all of history.”

The project envisions the creation of three transshipment corridors to link the Indian Ocean with the Mediterranean Sea: (1) a maritime corridor from India to the United Arab Emirates (UAE); (2) a land-rail corridor from the UAE to Saudi Arabia, Jordan, and Israel; and (3) a maritime corridor between Israel and Europe. IMEC would reduce the transit time between India and Europe by 30% and transportation costs by 40%.

IMEC is based partly on a railroad connectivity project called “Railways for Regional Peace.” First proposed in 2018, this project would connect Israeli ports to the Arabian Gulf via Jordan and Saudi Arabia. The railroad plan has two main phases: (1) building a high-speed rail line between Israel and Jordan and (2) extending that line from Jordan all the way to the Arabian Gulf.

The project faces many hurdles, including its estimated $500 billion price tag. IMEC also faces resistance from China and other geopolitical actors in the region who seek to oppose any challenge to their geopolitical influence. Some are calling for the IMEC corridor to be rerouted away from Israel and Jordan. Saudi Arabia and Egypt recently finalized a plan to link the two countries by high-speed rail, so Egypt could emerge as an option. Turkish President Recep Tayyip Erdoğan has also proposed an alternative to IMEC. The so-called “Development Road” would transport goods from the Al-Faw Grand Port in southern Iraq to Turkey and then on to Europe, bypassing Israel altogether.

According to the Begin-Sadat Center for Strategic Studies in Tel Aviv, IMEC presents Israel with an “important opportunity to position itself as a strategic bridge between Asia and Europe,” but it advises the Israeli government to beef up its strategic planning and regional cooperation so that it does not miss out. It says that Israel’s integration into the corridor will allow the Jewish state to “become a major transit hub between Asia and Europe, strengthen ties with the Gulf states, expand its circle of economic partners, and reduce its dependence on limited markets and its status as an ‘island economy.’”

Israeli Prime Minister Benjamin Netanyahu described IMEC as a “pioneering initiative” that presents Israel with a “historic opportunity” to become a “central junction” in global trade. “Our railways and ports will open a new gateway from India, through the Middle East, to Europe, and back,” Netanyahu said, adding that the project “reshapes the face of our region and allows a dream to become reality.”
